Not sure where picture was taken, but those look like California plates. I looked up their law and it says they are either to be in a kennel or cross tied if in bed of truck, unless it's a cattle or sheep dog.

My dog is a terrible leash walker. But she doesn't need a leash anyway, she walks right next to us and won't run.

Years ago I had a dog with floppy ears and they would get stinky and have infections, and the vet told me to put a few drops of Listerine in his ears after bathing him to dry out the water and kill bacteria.
Huh, never heard that before, got to love the old school vets.
