deleting front license plate

what is the best way to fill the holes in. I have some experience with body filler but not fiberglass. I am also going to assume the front bumper cover is fiber glass. my first thought was to glass a patch from the inside of the bumper then use filler or an epoxy resin to fill in the holes the sand and repaint. ANY suggestions would be extremely helpful.

It's not fiberglass

My guess is it's abs plastic


It's a solid black plastic material

They have an abs two part epoxy for plastic repair. I filled mine and repainted 100 time Better
