HELP!! Stuck on strut install!!

Ive got 05-10 Koni STRt and MM Camber plates. Once installed, should the top of the camber plate be able to spin freely independent of the strut? Think I may have the bearing in a bind.

Disregard. Got it done. Obviously its supposed to move so the steering can operate. I just thought it should have moved a little easier that it was until I compared it to the other stock one.
