I have seen brake wheel fans on race cars for years. Usually they are built on the outside of the wheel pulling the air through the wheel and from under the car. Those look a little small seeing how they have to fit between the brake rotor and the inside of the wheel. If they are strong enough that you don't have to worry about blades breaking off and they don't weigh too much they won't hurt and could help some.
I wouldn't expect them to eliminate the need for brake ducts. Brake ducts done properly feed air to the inside of the hat where it is then spun out through the brake rotors inner vents. This cools both sides of the rotor evenly. Now if you can pull some air out of the wheel and out through the outside face of the wheel the ducts can push more air through your brake rotor. Any additional air pulled by the fans has to be made up by the ducts.
