Ford making new Mustang non-tunable?

Let's just say Ford decides to give the 4 banger turbo 310 hp and 300 tq. I wonder what type of power gains Steeda or others are getting with the echo boost tunes.
I bet Ford will have maxed out the boost in the small turbo so if someone wants too see 400 rwhp, with their new 4 banger, they will have to buy a larger turbo from some aftermarket company.

There's no doubt in my mind that Ford has left some room for gains. If only to tune the engine themselves in a couple of years to give it a bit of a power boost. This is the first introduction of this engine, I doubt they'd max it out from the very beginning.
I'm not saying the tuners will find an extra 100hp. I think it's pretty rare for any tuner to find 100hp with just a tune on any engine.

IMO there are way too many companies like Roush and Steeda that modify these cars that are sanctioned by Ford. They will not bite the hand that feeds them by making the car untuneable. Initially, they may be the only players in the tuning market if it is in fact more difficult to tune the Mustang. Besides IMO a tune is a good excuse for Ford to deny a warranty claim even if it was not responsible for the problem.

Here are my two cents
PCM's will always have a way to modify the flash. The reason for this is that once a car is put to market, there are emissions changes, or small bugs that prevent the car from driving correctly (take the ecoboost f150 for example).
Now, they have made it super hard for typical hackers to change anything in the PCM. This is by means of server and client side encryption and decryption along with new hashing for security keys.
It will take time for Tuning companies to catch up with the technology. But it won't take long. (Especially with the pissed off x-employees that worked on the new pcm helping people)
If there is a will, there is a way. The hardest part will be mapping what's what.
