Fender Paint Defect

Is this a genuine paint defect?



Looks like the paint is reacting somewhat?

On the inside of the front drivers side fender, in the engine bay.

It it under the brake fluid reservoir? Brake fluid is corrosive to paint. If the tank was overfilled some could seep out and drip on the fender causing corrosion.

Its on the fender flange, nowhere near the brake reservoir, but I've had that happen on an old mr2.
