Engine noise, is this normal?

when I rev my car around 750-1krpms I can hear like the kind of gear whine when someone is shifting when driving at low speeds, except this I can hear it on neutral. I know it's not my transmission since its parked when making the video. I plan on removing my outlaws and putting my stock axles back so I can hear it more... Since above the 1k I can't hear anything, because of the exhaust. Now tonight I went on a 25 minute drive and out of nowhere I could hear the noise again without me revving the engine. I don't think that's normal on the car. It sounds like a gear whine(I'm bad on describing noises)

You can definitely hear it with some headphones on

Have you had your dealer check it out, fivepoint00? If so, what have they said?

Pay attention on the sound in sec 1 then on sec 8 you hear it again. It only happens when I tab on the gas really lightly. I can hear it at a certain rpm, going above or below it I can't hear it anymore.
