Good evening,
I have a 2013 5.0 and want to convert my fog lights to the lower bumper like the California specials. I ran across the below link on Craigslist. Does this look like the right package?

Those look like exactly what you need. From what I see in the picture its all correct (they've got the proper lamp, bezel, mounting bracket, and wiring shown for 2013's).
We have an almost identical kit to the Ford kit you found on our website that retails for $349.99.

I believe the comparable Ford kit to ours retails for around $400.
In other words, that is a smokin' deal! I would recommend scooping them up!

Those look like exactly what you need. From what I see in the picture its all correct (they've got the proper lamp, bezel, mounting bracket, and wiring shown for 2013's).

Jason, I hate to inform you, but the comparable Ford kit retails for roughly 42% the price of your comparable kit.
The price directly from Ford is $149.00. I recently checked and was quoted $118.90 from my local dealership for the kit.
The part number is DR3Z-15200-AA and can be found here. http://accessories.ford.com/lamp-asy-fog-front.html
Not to leave a sour taste in your mouth at all, but I spent the $350 on your Starkey kit over the summerl because at the time Ford hadn't yet released their all inclusive kit. Your kit is 100% up to par with what Ford is now selling for their customers. Unfortunately due to them introducing an all inclusive kit, the price misses the mark. I ran into the same thing when I purchased my California Special upper and lower grilles to the tune of over $650 for it all, and now Ford released them as an accessory and the parts are half that now. Sometimes you just pay more to be first.
I can't tell you how to run your own "business model" as it were, but you might need to adapt, and if your overhead is that high, find a better supply chain.

At the time when we came out with the kit, Ford DID have this kit available under the same part number but the MSRP was around $450 retail. We put together this kit because we use many of the OEM parts (with the exception of the wiring which we manufacture in house) and found that we could put together a better kit at around $350 retail. Needless to say, it looks like Ford caught onto the interest and slashed their prices.

If you don't want to go that route, shoot me a PM and I can get you a quote on the wiring we send with our kit that uses weather resistant wire taps and quick-connect plug connectors which makes it a bit easier (and more importantly, not permanent - in case you ever want to go back to the LED fog lamps). But honestly if you know what you are looking for you can find these parts at Radio Shack and put it together yourself.
