Are these the whole valve/cam cover or just the top cop covers?

 

This is a cover for the factory valve covers. It is a simple "peel and stick" installation with 3M adhesive tape on the back side.

What is that on the air cleaner?

 

Don't know, it was installed by the customer.
Looks like a Mass Air Flow Sensor Calibration device for performance tuning or something like that, to go with the K&N Air Intake system.
