GT to California Special grill and lights
So what would I need to change out the front grills, upper and lower, and fog light locations from a 2013 GT to 2013 California Special?
I like the look of the empty grill and lower fogs.

They actually make a fog light kit that is plug and play. You would just have to find a grill or leave your existing unplugged.

If you want to go the full CS front end, you'd need:
Upper Grille
Lower Grille
Lower Fog Lamps
CS Chin Spoiler
In order to swap the grille and fog lamps, you'll need to remove the front bumper, but IMO, it's worth it and it cleans up the look of the front end a bunch.

Thanks all for the input.
Looks like I can do what I want with Upper and Lower grills and lower fogs for a little over $500. Don't really want the chin spoiler.
Wonder if I can sell the upper fogs back to Ford? They seem to cost a bit more.

It seems to be different from the GT/CS since it has (on the first picture) this shinny billet style all around, when the "stock one" his fully black...

Anything for 2010-2012 will not fit.

I agree; it seems to be, but that's surprising since it is labeled as the california special grille on their website and the other pictures show stock GT/CS cars. Is it a mistake?

Your link is broken so I couldn't see what you were linking but went off your description. But the tail end of the part number was in your link. 8200-CC is the all black GT/CS grille. I have that on my car.
I thought you meant the bright silver/chrome one which is the MCA grille. that is 8200-BD
