Probably done because of Terry Labonte. DLP's team used him to get into quite a few races last year.

Labonte's past-champion's provisional guaranteed the team a starting spot in the first five races. Labonte's finishes in those races left the team in 30th place in points, sealing a spot for the team in each race as long as they remained in the top 35. Tony Raines took over the driving duties for the #96 car and ran the rest of the season's races, with the exception of the road-course races at Infineon Raceway, in Sonoma, California, and Watkins Glen International, in Watkins Glen, New York.

yeah and they are trying to reduce the possibility of dale jarrett getting into too many this year in his new team.. cant wait till he runs out. as per terry labontes use last year

Exactly!!! Its about time!! The reason Toyota wanted DJ in the first place.. PCP now its limited.. Step in the right direction if you ask me!! Every car should have to qualify for every race....Just my opinion.
