Leave in or take out plastic caps in door drain holes

Hi all, each door on my 2007 gt has plastic caps in the lower drain holes. Should they be left in or taken out? And why did ford put them there in the first place? Thanks

They were designed to keep out dirt but allow drainage of water. Think of them as a check valve. Same as the two flapper drain valves under the hood on the fire wall.
