Drains in cowl

I have seen the drains in the engine cowl being removed and not replaced to solve the problem of them being plugged with debris. Is it ok to not replace these drains?

I always check the drain plugs for any debris and then just put them back in, as they're really easy to remove and reinstall... In my honest opinion, if your car is exposed enough to accumulate dirt and debris for prolonged periods of time, I wouldn't trust in just removing the drain plugs as a 100% guarantee in preventing the drains from plugging up... Therefore, I strongly suggest once again to always check the drain plugs every 3-6 months to make certain the drains are not getting obstructed with dirt and debris...
