To get rid of speculation...
It's a different world today. In 1969 there were no crash testing requirements, no CAFE, minimal emissions requirements, etc. Plus back in 1969 Ford sold twice as many Mustangs as in 2007 (allowing more engines & models).
Is a 428 a possibility? Isn't Ford's new engine line able to handle bigger displacement? It would be great to have a 428 in a Mach 1 or a Shelby GT500. Which could leave one of the smaller displacement engines for a GT350.
