I would think it would but it just won't have the 45th Anniv. badge on it like the GT and V6 Mustangs

Depends on who is doing the considering. 2009 minus 45 equals 1964. I'd consider that decisive. I think that establishes a right to sport the badges.

A little more complex: is a 2008 GT/CS bought and delivered on 4-17-2009 (the actual 45th anniversary of the Original Mustang's introduction) a 45th anniversary car?

Even more complex: if the 2008 GT/CS in question has a build date of 4-17-2008, and we know the Original GT/CS was introduced on 4-19-1968, is it a 40th and 45th anniversary car? I mean, after forty years, should we quibble over a couple of days?

Eh?

Was it not that ALL 2009 model year Mustangs were 45th anniversary? If they were, technically, all the 2009 GT500, Roush and Saleen vehicles are also 45th anniversary.

I'd be surprised to learn either Roush or Saleen was putting out special Mustangs forty-five years ago; on the other hand, any 2009-Mustang-based car has to be a Forty-fifth anniversary car. Or at least a Forty-fifth anniversary-based car.

Seriously: do all 2009 Mustangs that have no GT/CS, Shelby, or Bullitt distinction carry the 45th badge? Is there an option package you have to pay for in order to get it? The GT/CS, Bullitt, and V6 cars have the same (no guide-holes) front fenders. Do the 45th badges have guide pins?
