Blue Book Suggested Retail Value

The Kelley Blue Book Suggested Retail Value is representative of dealers' asking prices and is the starting point for negotiation between a consumer and a dealer. This Suggested Retail Value assumes that the vehicle has been fully reconditioned and has a clean title history. This value also takes into account the dealers' profit, costs for advertising, sales commissions and other costs of doing business. The final sale price will likely be less depending on the vehicle's actual condition, popularity, type of warranty offered and local market conditions.

There is no such market for the GT500 any more. In the last few days I have inquired with several dealers within a 300 mile radius and the asking price is in the $6 - 10K range over MSRP.

I gather this indicates Ford dealers sense the party is coming to an end.

That's kind of right but wrong. Let me explain. When you say people can't get the loans because they are buying them with admins. Well the purpose of Kelly blue book is for many, banks, consumers and others to determine value. If they were way off just to allow a loan approval they would not be used much longer. The banks who subscribe would not deal with them if they were getting hosed.
The real answer to your statement is, the Kelly blue book or any other for that matter is to determine the value of a vehicle. The fact that as you say so many people were paying admins means the people buying these cars think they are worth spending some number more than sticker. If you took all the GT500 sold and found the average selling price was 55K then the value would be based on that not the suggested retail. No different than when Taurus's were heavy in rebates and the market was flooded with off lease and rental Taurus's. A two year old Taurus had low numbers. They were everywhere and could be had for about 8K. So the value works both ways. Your statement that everyone is buying over invoice tells you they are worth over invoice or they would not be selling for that number.
