I think there are laws about requiring a purchase to enter a contest...so I suspect that you technically don't have to own the product you're reviewing.

EDIT: I'm gathering that it has to do with the distinction between a lottery and a sweepstakes which are regulated differently. The wording in the original post makes it sound like a winner will be chosen at random (making it a sweepstakes) but If a purchase is required, it is a lottery...but I'm slightly too lazy to figure out the specifics.
