why do i keep getting locked out of 3 gear

Welcome to the MT82 haha. The only way to prevent it without paying for aftermarket parts is to push the clutch as far as you can to the floor, shift slower and very precise, and shift at lower RPM's.
Otherwise if you want to spend a few bucks, you can start with a MGW or Barton shifter and bracket which will give you about 50% improvements. And then the more expensive option to fully solve the problem is to add a higher quality clutch.

It might be your technique. Try this: shift from 2nd to 3rd by placing your open palm behind the shifter and let the spring do most of the work while pushing it into 3rd. This helped me out a lot and I have not missed many shifts since. If you are grabbing the shifter and trying to force it in, this is how I would miss and get blocked out.

The 2012 owners manual talks about the skip shift mode, but it is not mentioned in the 2013 owners manual.
From The 2012 Mustang Owners Manual.
From The 2012 Mustang Owners Manual.
Skip Shift (if equipped) (V8 engines only)
This feature locks out 2 (Second) and 3 (Third) gears for improved fuel economy. If the message center displays 1–> 4 SHIFT, shift the transmission directly from 1 (First) to 4 (Fourth), otherwise you can shift normally. Refer to Message center in the Instrument Cluster chapter.

1→4 SHIFT FOR FUEL ECONOMY — Displayed on manual transmission vehicles when the vehicle determines that shifting directly to 4th gear from 1st gear will improve fuel economy. Refer to Manual transmission operation in the Driving chapter for more information.

I've been reading about how crappy the MT82's are but me personally now having close to 1200 miles on my ride, I never had any issues with it. At first it was definitely a bit notchy, but now it's fine. It's not as bad as a transmission as it's made out to seem.

Aftermarket shifter is your answer (i.e. MGW or Barton).
Others have mentioned the skip-shift as a culprit, but that has absolutely nothing to do with the 2-3 shift problem that you're having. Skip-shift only messes with the 1-2 shift (making it a 1-4 shift, instead, under light throttle to save fuel).

This is one of my favorite vids to explain heel toe driving. I'm posting this because if you watch his shifting hand he doesn't really grip the shifter but uses the heel of his hand most of the time to shift forward and his fingers to pull the shift lever rearward. I still haven't figured out why he has the blue air horn but it's still a good video. I am still trying to get good at heel toe but I'm pretty good at rev matching while downshifting. It's easy in the Mustang because the revs climb pretty fast when you blip the throttle.

I've been driving sticks longer than some on this board have been walking on this good earth (learned on a three on the tree) and never have owned an auto - hell even my truck is 5 on the floor. I have no issues what so ever w/ my 6mt on the '13. Using the heel and the palm of my hand I haven't once dropped a shift. Reverse, however ,took a little time to master.
