Just to be clear versus what I said earlier -- yes, you CAN get incentives in addition to X-Plan price, but you cannot negotate the price itself . . . and right now on the 2010's you're better off forgetting about X-Plan so you can negotiate.

2010 GT Example (rough ballpark numbers)

MSRP: 35,000
X-Plan price: 33,000
Rebate: 2,500
Net with X-Plan: 30,500

Current discounted price: 32,000
Rebate: 2,500
Net without X-Plan: 29,500

If you are talking about a new 2011 it is a different situation, for that you probably are better off with X-Plan plus incentives . . . you will get whatever factory incentives are in effect at the time of delivery, but you cannot combine it with any additional "discount." ("discount" is not the same thing as "factory incentive / rebate")

One more caution: make sure the dealer does NOT put in the contract "all rebates to dealer", cause if they do they just stole whatever rebate/incentive might be in effect at the time of delivery.

As others have said, you can't combine the USAA discount and X-plan - it's either or, but not both. Doc fee is capped $75 on X-plan. In Washington state, for example, state law says a doc fee of up to (but not to exceed) $150 can be charged on any car deal, but X-plan caps it at $75 at the most (and you could negotiate it down to $0).

Dealers who honor X-plan pricing can't charge over the X-plan (to be eligible to claim the sale as X-plan to receive the X-plan commission from Ford). However, a dealer can accept an X-plan sale and charge less than the X-plan price shown on the invoice and still collect the X-plan commission from Ford.
