Yes. The Canadian customer isn't eligible for any Ford rebates or incentives though. The paperwork has to clear customs (about a 72 hour process) and then the car can be brought into Canada. Dont get a convertible unless you have a secure place to keep it indoors overnight...Guess how I know?
It's early yet, the car hasn't even hit the lots. The current document is dated March 18th, the new models should appear soon. Jaguar is listed to 2011 as a new change in the current version of the document. I do hope that we won't come across any surprises though. I had checked into upcoming changes in safety regs. I believe there's one for door latches as of 2011, but I would presume Ford took care of it with the 2010.

As far as state tax is concerned, well it all depends on which state you buy it from. N-Y doesn't have any , but PA has a 6% state tax for exporting a car out of the country.
To follow up on what montreal ponies wrote, it is likely possible to get the state tax refunded if you can demonstrate that the car is being purchased by an out of state customer. Check first with the dealer, then with the state government if needed.
Those like me that have a place to order in the U.S , in my case N-Y State, have to wait for Transport Canada to list up the 2011 Mustang on the registered imported vehicle registry. And as of March 19th, it is not listed. So therefore i cant't do a freakin' thing about it. Can't give a deposit nor pre-order the car i want. Hope your reading this Paul. Let's just hope when production hits full gear that they will list it up for importation. Anyone knows when the 2010 showed up on the list ?

Thanks Dan. So the best place to order would be States with no sales tax. Ny, I thought they had a sales tax. Learn something new everyday...

Let's just hope that the RIV list it up as soon as production starts. Gotta a great seller in N-Y, he's just a phone call away and a nice 6 hour drive away as well.
