Skip Shift Eliminated!
I still say there has to be a mechanical fix for this for owners who don't want a tune or spend the money for a tune just to get the skip-shift eliminated.
There has to be a mechanical device on the tranny that makes it skip second, a actuator or something like that. Seems to me that you should be able to remove the actuator and plug the hole where it goes, then tie the actuator up under the car while still leaving it plugged in so the PCM thinks it is still working so it won't throw a code.

There more than likely is an actuator but think about this for a second. Say you move said actuator out of the way so the PCM still thinks it's working. So the PCM commands a skip shift and the car goes into second anyway....There could be a negative reaction from the PCM in the form of throwing a light or going into limp mode etc...
And I doubt that the actuator is indside the tranny, most likely up top near the shift rail.
I'm really confused about skip shift. I have seen the skip shift light on the dash but my car has never prevented me from a 1st to 2nd shift. And no i'm not go to go buy a $300.00+ programmer and a $75.00 tune to get rid of it.
I don't think it's a big deal to flash the ECU if this setting was unlocked by Ford. People could just take their cars to the dealer and have them change that one setting with the Pro-Cal tool.
I was under the car this morning looking for clues. There are 2 plugs into the trans with electrical connections. To hard to see up by the linkage to see if the actuator is external. Maybe I should just try unplugging things... I agree, there has to be a Mechanical/electrical fix..
