SAE certified is optional and I haven't heard of Ford ever using it with any of their cars.

According to the specs in Motor Trend's just released muscle car comparo, only the Challenger's ratings are SAE certified. So it's entirely possible the 5.0 is underrated.

Based on the trap speeds, I don't think the Mustang is underrated.
