How do you remove the chromed ring from the speedometer?

How do you remove the chromed ring from the speedometer?
OK, my car has now been in 2 different dealerships on 3 different occassions to fix the same blasted rattle from my instrument panel, and none of them can seem to manage this simple fix.
The rattle comes from the chromed plastic ring surrounding the speedometer. It only happens when the interior temperature is cold, below 50 degrees. Once the interior temperature is above 50, the rattle goes away, but it is loud when it is happening.
I've traced the rattle to the plastic ring, and have found that if I put a single finger on it, with almost no pressure, I can stop the rattle. All I have to do is press the spot shown here:
So, rather than waste yet another day taking this car back to the dealerhsip a 4th time, I figured I could just remove the ring, put a bit of silicon in there and stop the rattle for good. Only question is, how do you remove the ring without damaging it or the instrument panel?
On a side note, the last dealership that tried to fix this ended up scratching the clear display panel on the radio. I'm NOT happy about that at all.

You might snap it if you pull too hard
The best way would be to replace that one piece (for clusters)
P.s this is gonna sound crazy and stupid but about that radio display you say they scratched, I Saran wrap my aluminum dash every time I go for oil change... Call me crazy but it saves me
