Probably because it uses a dual ligament bulb. One for low beam one for high/ So one can burn out while the other still works.

I noticed that and like it a lot. The HIDs are bright, but with high beam it really lights up the road up close and way out.

looks like you got someone's frankenstein project for aftermarket headlights.
there should be only one bulb in the housing (not including the turn signal bulb).

From American Muscle's site:

The H13 Series Bulbs, also known as 9008 Series Bulbs, are dual filament bulbs featuring both high and low beam filaments in one halogen gas filled glass tube. These brawny bulbs are the latest development in halogen bulb technology. They are featured factory on the new 2005+ Mustang headlights.

The person that owned that mustang put in an aftermarket HID kit. Either the bulb is blown or the ballast is dead. Replace either one or take it to a shop that installs aftermarket HID's. Or if you don't want HID's all together, just take it all out and put the stock bulbs back into the headlight. Btw, the kit you have in there now is made for cars with daytime running lights, that is why there is a long bulb and shorter bulb.

Please, do all the folks that share the road with you a favor and remove the HID setup, unless you change the headlight housings to those that are designed for HID. Installing HID bulbs in a non HID headlight housing only "splashes" the light, and reduces the headlight amount useable to the driver, and is annoying to those who share the road with you.

Get a set of these: http://www.sylvania.com/en-us/produc...tar-ultra.aspx

Nice, bright headlights, and designed for your current headlight housings.
