I paid $17500 for my base 13. I think there are better deals out there than this one. Here is an ad I found locally in AZ to give you an idea.

I started with a used base and put about $4k into and still came out cheaper than brand new.

I wouldnt buy anything before i drove it... he very well could be selling it due to an issue with the transmission... just looking out...
