I finally put it on the car. I hate two-plate states! But I do like this bracket...

There are nice grommets in strategic places so metal does not contact the painted bumper surfaces or the black plastic surfaces. The attachment arms fit in the area which aligns it on the front. There are locking nuts and washers to keep things snug.
