Foglights, one brighter than the other

Last week I fitted raxiom amber foglights, both identical no defects that I can see.

I've noticed the passenger side is slightly brighter than the drivers side, is there a reason why this would happen as I have never noticed it before.

the wattage might not be distributing evenly..i guess they didnt install a "current stabilizer" of some sort

switch bulbs to see if the drivers side becomes brighter...then you know its the bulbs.
