Don't know for sure but it is probably tied into ohter systems that don't allow the average owner to just remove it and have everything still work; like to the airbags (not that I advocate airbags but there are not other liabilities against disabling them) ABS, Stability Control, seat belt pre-tensoners, emergency fuel cut-off, etc...

First off any car that has Navi has big brother around you. Also most new cars as stated before have this. They can download what your throttle setting was input angle on the steering wheel as well as vehicle velocity. This is really old news...so if you plan on street racing and someone dies count on a warrant to download your info on your ECM or the navi signal.
