2012 Mustang ST
Opening up the Mustang to other markets is a great idea. It's good for Ford, the brand, and for me the stockholder. IMHO the name should stay what it is, be Mustang, Mustang GT, et al. Coming out with an ST for the Mexican market I believe is wrong. Will there be a model DT for the German market, and perhaps a XT for the Japan market, and a whatever for who ever wants to bring the car to their area? I'll be writing Ford to ***** about this in a few minutes.

Is that a V6? Why does it cost more than the GT?

It's pretty common for any vehicle model sold globally to have different names and packages for the markets that they are sold in.
I see no problem with any export markets getting a special edition of a Mustang.
Mustangs have been in the Mexican market for a long time. They were even built there. There have always been special versions of the Mustang for Mexico. For instance, their 69/70 Shelby was a notchback. In the 1980's the Mexican Mustangs mixed body parts with ones used on US Capri's.
They have a Mustang V6 and a GT, there is a Mustang Shelby and a Mustang ST V6. That is a very abbreviated lineup compared to the numerous US Mustang models. They don't get the Boss, Pony Package, Shelby GT/CS, MCA Edition. The California Special and Mustang Club Of America package (MCA) have no significance to Mexican people so there is no point selling them there. I see no harm contenting to their specs a Mustang as an ST which is a nicely packaged V6 model comparable to the MCA offered in the US. The ST is nothing but a bunch of accessory parts already available on for any Mustang including the stripe package which gets an addition "ST" decal stuck below the door stripes under the Mustang name.

Sports Technologies. ST is the performance moniker for the Fords of Europe (i.e. Focus ST, Fiest ST, Mondeo ST). As Ford moves towards global cars for all markets, they want to keep one branding for the performance cars (ST) with a few exceptions (i.e. Mustang GT, Boss, etc).
