"Applicants will have to sign a legal document saying they won’t sell the vehicle for a certain amount of time to help prevent buyers from flipping them quickly for a profit."

How about making the dealers sign a document saying they won't mark them up over MSRP to make a quick profit?

You buy something, it's yours. You should be able to do whatever you want with it after its paid for. (I.e. Sell it, drive it off a cliff,...)
