Wipers won't work

I'm helping my dad sell his mustang - it's a 2003 V6 with only 37K miles on it. I'd like to get it inspected first, however the windshield wipers won't work. The wipers themselves won't move, however the windshield washer fluid will squirt (if it makes a difference).

I've checked the 40amp fuse under the hood, as well as the 30amp fuse near the driver's knee, and both look fine.

The radio was removed from this car, and I need to find a replacement (I mention this because I've heard it shares a ground with the wiper motor).

Any idea where I should start troubleshooting?

Thanks

Do the interior lights, power locks, cruise control, and keyless entry work? I only ask because the wipers, interior lights, locks and cruise are all controlled by the gem module under the dash.

That's what I was going to say. Check and make sure there continuity in the arm assembly on the steering column. You need to take off the plastic pieces on the column, unplug it and ohm it out.
