Is this normal?

Hello I have a Mach 460 surround sound system in my 2004 GT. When I turn the volume **** to the left to lower it the volume starts going up! As you can imagine this can be very annoying. The only solution I find is to turn the **** extremely slowly, which is quite annoying if you are driving. Is this normal? I looked in the owners manual and could not find anything.

Nope, sounds like the **** is worn out. The only way around it would be to get a new head unit to see if you can get the one you have repaired.

Mine in my '01 did the same thing, moreso when it was cold out. Not normal, just cheap parts being used I suspect.

So what would be the fix? Replace the whole head unit or could you just pop the **** off of another head unit?

That's kind of disappointing to hear, almost makes me want to consider thinking about going against my better judgment and get a aftermarket stereo, almost.

Agreed. Stock stereo components no matter how good they are, are never meant to be great. A good head unit is always be a good upgrade to the penny-pinched stock units.
