AC Fan problem

AC Fan problem

I have this problem with my 2001 vent controls . . . . . I have very little air coming out of the top vents . . . .but when I move to the floor vents I get lots of air . . . . . the defoster also seems to get good air flow. Since I can hear the fan motor, and I get a full air out of the floor . . . . I am ruling out the motor . . . . if it is a vent control problem . . .. . .how do I fix that? Could the control assembly be bad? Thanks.

I just noticed the plastic blower motor cover is missing! Could this possibly cause my lack of vent power? I did notice there is a half inch hole . . . .. . any case I am going to start looking for a blower motor cover.
