The white stuff is paint, it's applied to the metal on the car to prevent rust and look purdy...
Although, if you're referring to the snow, those in PA might be more familiar with a dirty black iced up version that's heavily mixed with salt and won't disappear for months at a time.
We use sand and sun to get rid of ours...

Yeah, we have the white stuff here in PA. It just doesn't look like the Mustang pictured above was driven in it. Looks like he washed it, then took it outside to get snowed on.. Poor car!!
Denver is gorgeous. Not sure what to make of the brown cloud though.
