The stangs never came with clear underneath. If you take off the black mat you can see where the center was barely painted

 

I'm only talking about around the edges. I still have the mat up.

 

OK, I took a look at mine last night. My 05 was actually built in 04. The paint underneath does have clear on it around the edge that goes about 2" towards the center of the hood. I am going to assume it is the only way they can make sure that the edge of the hood has clearcoat that wraps around from the top to the bottom. Other than that small section around the hood, the rest isn't cleared.

Edit: I should mention that it is a very thin coat. More like overspray than anything else.
