Best way to "prep" a used spoiler for painting

Hi there!
Just picked up a GT spoiler for my 08 V6. Its silver and I want to paint it Matte Black. Any suggestions for wax removal, surface prep, etc. so I get good adhesion?

sand it untill the shine comes off of it with some fine sand paper. Then clean it very well. Prime and then paint

I thought it is safe just to paint right over the existing paint if in good condition??

as far as I know you need to remove the wax and clearcoat. The color can remain

just sand it a little so the clear is rough...

no need to prime usually, depending on paint
