Fuel Lock?

Just test drove a V6 Premium Satin Silver 05 and it was a nice ride, w/ leather sports interior and exterior package. However, when I walked around to inspect the car, I notice that you can open the fuel tank door outside without any problems and was not locked or anything. Just curious since that was kinda odd. Is that the way it is suppose to be??? Anyone can open it and put something in that fuel tank.....reponses anyone??
