if i want to lower a GT with eibach pro kit, how crucia is it to also get new shocks?

How harsh is the ride if i upgrade to 20" wheels?

Lowering your car alone will harshen the ride up a bit, and the 20's will increase that harshness. Any time you take sidewall out of the tire, there is going to be less give, and you will feel that as in increase in harshness.
Now that is not to say that you won't enjoy the ride, I find that when you get into this area it really is personal preference. I had a 66' GT with the full Global west suspension set-up in it, all aluminum bushings, all rubber taken out, with 40 series tires, and it was very harsh. I didn't mind it a bit, because it felt like it was on rails. Once I get my 07' I will be lowering it with 20's as well......ride with someone who has that set-up, and see if you like it. I would suggest an up grade in shocks as they will control the rebound better, so your not bouncing around as much.....

i run a ultralite spring and tokico shocks on 20X8.5 rims and i love it with the shocks set at 4 each. But, without the tokico shocks, it is alot rougher than stock. Just depends on what is too rough for you.

it looks like tokico d spec are the way to go..
and im hearing setting 4 is the softest that will be a good match for lowering springs..

If you lower make sure you install an adjustable pan hard bar for centering up the rear axle.I ran 20X10's on the rear and without it the rearend was 5/16's off center to the right.The adjustable bar brought right it back to spec.

I have stock springs and shocks with 20's and I think it rides pretty **** nice. This winter I will be putting some H&R springs to drop it slightly as I've heard all the others go too low and ride too harsh.
