The new shaker hood scoops that will soon be offered look very much like the recent Mach 1 design. My question is, on my 73 with a ram air hood, the flaps would only open under full throtle and alow the cold air to rush in. This way if the car was parked out in a snow storm the ram air did not fill up with snow. Does the shaker have a flap and if not whats preventing everything from blowing in the opening?

I've read Ford tested (in one manner) the Mach 1 Shaker by spraying a hose at full blast into the Shaker and the engine did not die. I have not tried this, and don't think I will any time soon.
But nontheless I think there are 4 drains in total for water drainage in the Shaker setup.

I'm thinking more if this car sat out all night, would it fill with snow? I know it wouldn't in the south but in NY we get blizzards just like OHIO. I am garaging the car for the winter but I was just wondering for others.

The Mach1 shaker is routed to the normal airbox location off the fenderwell. Even if you plug the shker solid you will still draw air through the snorkel intake into the fenderwell. As it turns out, the shaker is more for looks than performance.
I love watching mine lean over when I lean into the gas.
