I used needle-nosed pliers - grab one side, pull. Then grab the other side, pull. It slowly works its way out.

or if ur really lazy and have money, buy a CAI and just take the whole stock assembly off and replace it...

but if not, use needle noses as above

I used a small screw driver to pry the retaining lip up while I pulled the big ugly thing out with needle nose pliers

I took a X-acto knife, cut the rubber retaining lip out, and removed it with a pair of needle nose plyers.

Does anyone have any numbers if it hurts or helps to pull it out?

Any alterations to the intake will need a tune.

I'm pretty sure everyone is seeing about 2 hp. The computer adjusts for the small amount of increased airflow... so no need for a tune.
