I've seen people getting somehwere between 3 and 5 RWHP with shorties. The real gains seem to be with long tubes. Most with shorties repeat they see some gains in low end torque (by the seat of the pants meter), and an improvement in the exhaust sound. I understand they take many hours to install...and based on this and the price, most feel they are not really worth the effort for the small gains (unless your engine is forced induction). No idea on the noise with SLPs...I'm sure someone has this setup here and will chime in.

If you plan to swap out headers, you might as well do long tubes. The install is a pain.
