Most power N/A?

a better question would be how deep are your pockets?
For example, you get forged internals and shave them for minimal weight and balance them highly.
Take the heads and port them as much as possible.
Increase compression ratio as close to 13:1 as posible.
Get a custom ground cams designed for very high rpm.
Replace all the valves with titanium valves
Get some very high rpm springs (~10,000k rpm)
Replace the stock intake manifold with short velocity stacks.
Get some fine mist injectors ~39lb injectors balanced ofcourse.
GT500fuel pumps
One piece drive shaft
4:33+ gears
Very free flowing exhaust
and a very good tuner and builder
That combo should net close to or over 500rwhp with probably around 380-410lb of torque. The car will also idle around 1500rpm, and net you around 8mpg if your lucky. You will also be lucky to get 50k miles out of it.
All in all, at least 30k.

What are your goals? My 08 is still N/A and I love it. I have Roush underdrive pulleys, JLT coldair, delete plates, magnaflow high flow x pipe, pypes axle back, Roush short throw shifter and most importantly Dougs @ BamaChips 93 RACE tune for the delete plates and I love it. I don't know what it runs yet. I'm planing on going to the track this weekend. Man seat of the pants this car is fast. I had a 88 coupe that ran high 7's all motor (on slicks) and this car feels close. Not saying that it will but it feels close.
I raced my cousins 03 GT with all the bolt-on you can do with out going in the engine and I pulled him hard. About 2 car lengths and kept the pull the whole time. Then he sprayed me the next pass and he only pulled me about a car and half when we shut down.
These car respond great to mods. Set you goals and say how much you want to spend and I'm sure we can help you get there.

I would like to get close to 400 at the wheels. My goal is to have a built motor with that much power approx and then spray it at the track. This is just an idea I'm throwing around since I just started spraying my car.

Oh yeah, this will be an ongoing project, so $$ is not really a limit, more important to me is a solid motor that can still be street driven.
So far the car just had a steeda cai, high flow mid pipe, borla stinger exhaust and a 75 shot of N20 for the track. N/A its putting down 295rwp/305rwt, with the spray its at 360rwp/427rwt on a Mustang Dyno.

Yeah, I was just trying different options. Figure everyone is doing blowers/turbos (best bang for the $$) and was trying to go a different rout. Maybe I'll do LT's, UDP, CMD plates, forged internals and new heads and see where i'm at. I'm sure that would be nice on the street and then spraying at the track for a little extra kick.

Jim D'Amore's Yellow 3-valve
Its an article from MM&FF on Jim III's car (from JDM in Jersey). He has a stroked motor, with P&P heads, cams, longtubes and custom tune among a few other things. A dyno is in the link as well. He's at 401 at the tires. Its a sweet setup. If you go blower you will eventually have to rebuild the motor anyhow. Start out with a built motor 1st and go from there. Its my goal, and with the right parts, its easily attainable. Just costs some cash thats all.
