Hi pitched rotational noise

Anyone ever have anything like the above? We have done everything to fix it but can't seem to track it down. We replaced the TOB, pinion bearing, flywheel and clutch. The noise seems to come and go like it is cycling. Any ideas?

Air conditioning?

Why did you check the clutch components? Does it come and go based on clutch position?
