camshaft phaser

do you need to use the variable valve timing solenoid when you use lock outs on the phaser?

I am aware of cam phaser limiters that reduce the amount of retard and advance. These require the solenoid.

A tune is required but I don't know if the solenoids can be eliminated even with a phaser lockout.

With the phaser lockouts the VT is turned off in the tune, so the solenoids are not used or needed.
