if its latex paint... soap and water
if its a solvent based paint.. try scraping it off with your nail, if your leather was treated at all it should be able to flake off.
Describe the situation a bit more... is it overspray or did you spill an open can of paint on it?

It is Black Rust-o-leum paint, on the Medium parchment leather seat. It got on there from sitting in the seat and had paint on my jeans. I tried scratching it with my nail, it wont come off. Would paint thinner or any other paint remover ruin the leather? I dont think it had a good conditioner on it is probably why it absorbed so tightly.

I would think a solvent like paint thinner might do damage to the leather itself, if you feel brave, try it on an out-of-sight area and see if any damage will happen to the leather.
Otherwise, I am at a loss... maybe looking for the best leather cleaner/conditioner you can find and scrubbing. Eventually it should work loose.
