getting scratches out?
Quick tip:
Run the back of your fingernail over the area. If you can feel your nail catch in the scratch then its not going to come out 100% without wet sanding. You can still use a harsh cutting compound and a rotary/PC to lessen the effect though.
Run some google searches for "cutting compound" and "rotary polishing techniques" and you will find what you need.

Are the "scratches" like an actual scratch or are they swirls in the paint? If they are swirls I suggest Megs. Ultimate Compound. If they are actual scratches then use touch up or what the person above me said.
