If your referring to the headlights as running lights? as long as there's a bulb inside the headlight housing, you can replace the bulb without needing to replace the entire headlight assembly.. If however there is no bulb inside the housing? then you'll be required to replace the entire assembly.. Hope this helps address your question and also welcome aboard.
Welcome to the forums!
m05 is correct on the second part: The DRLs are integrated into the headlamp assembly and cannot (easily) be replaced. Ostensibly the entire assembly has to be replaced to fix this issue. You will have to go to a salvage yard to find a hopefully good one, find a used one on fleaBae (or even a brand new one perhaps, but I'm thinkin' not), find a set of non OEM ones somewhere to replace the broken one (well, both, because pairs) that are acceptable enough, or go to Ford and buy the real deal enchilada. However that is an *entire* assembly, all parts, including the ballast, and runs a cool $1000. Apparently. I think that's an HID setup, yes? If I'm wrong, well, an actual dealership parts place would be the way to go to know for sure.
That said, if you want to experiment... get the cheapest housings you can that'll do the job. So you can drive the car dont'cha know. Then take these housing and... well, have fun. Tear them apart... *nicely*, mind you're experimenting but you want to still be able to use them... and figure out how the DRL gets lit and what parts they use... and find those and put those in. Reassemble them and put them back in the car, storing or selling the other ones as needed/you see fit.
There ya go. Hope it helps, and good luck!

Hello again Cylais! The DRLs that Houtex brought up, does in fact expand upon my initial response which confirms if the running lights aka DRL's are "NOT" interchangeable bulbs which are placed inside the headlight assembly? they are not replaceable, as they are in fact integrated as part of the headlight assembly and therefore the entire headlight assembly does require being replaced. The differences between my original response and his response is, I addressed your question with a straight forward answer and he addressed your question by expanding upon what I had already brought up, by going into further detail..
But in the end, all that really matters, is that you're being provided with both accurate and reliable info
