Engine block heater wiring. You're missing the pigtail at the end which converts it from whatever house wiring to the car's needs. North American 110-120V 60Hz is typical, but if you're in another country, your plug end is different, hence the end you see there. If you want to use it, you'll need this part:

As an example. And again, North America, but if you're elsewhere, like Europe, you'll need a different pigtail or a converter. I'd consult a dealer on that if that's the case.
Here's a youtube video to show ya how it goes. The pigtail is supposed to be hooked in the circular clip there in your wiring.
