1999 mustng gt tune gone bad

i have a 1999 mustang gt i unknowingly used a sct x3 flash tuner that had a custom tune for a diferent car and now my car wont start i had the pcm flashed back to stock at a ford dealer and it still wont start sounds like it wants to but nothing i bought a used pcm from a local junk yard with all matching numbers and the dealer said it wont allow him to flash it to my car because of a gem code he even reset the pats system im stumped and so the dealer they said they never seen anything like that before any help would be appreciated they said if i had a blank computer they might be abl to flash it but where would i get a blank computer from even ford direct pcm,s are preprogramed idk please help

Before use used the tuner, the tuner should have asked you to save your cars old code. All you should have done is reinstall the old code from the car.
