Time zone incorrect

The GMT -4:00 isn't working. When I select it, the time remains @ GMT -3, so everything is 1 hour advanced. It has been like this since the crash.

All times are GMT -3. The time now is 2:50 AM.
This it what appears @ the bottom of my screen, even when I select the GMT -4. Here's 1:50.

When you go into your CP settings, do you have automatically detect DST set to on, off or auto?
